On the WAN side put dumb switch just after the ISP modem with a cable going to a NIC on each server provisioned to be the WAN link for the pfSense VM. For both VMs, I have the WAN side MAC address statically set to be the same so they will pull the same public IP from the ISP.

I get handed the first static address when I connect via PPPoE. I have added a virtual IP entry in pfSense | Firewall: proxy ARP with the 69.169.20.120/30 range.
